Simon joined 53 officers from 38 countries around the world, who met in Dubai to exchange expertise and discuss the latest practices in police innovation and international security cooperation. Despite expecting a new baby, Lieutenant Simon decided to travel to participate in the program, only to later receive news of his daughter's premature birth while in Dubai. Although it was difficult to be away from his family at this time, he noted that the experience was a pivotal step in his future as both an officer and a father.

The four-month program included academic sessions presented by experts from prestigious organizations such as the FBI and the Metropolitan Police. Participants also underwent physical training, group assignments, and field visits that honed their leadership skills.

As a national CrossFit champion, Simon was impressed by the program's focus on both physical and mental aspects, commenting, "Effective leadership requires a balance between physical fitness and emotional intelligence, which this diploma has achieved with distinction."

Simon expressed his admiration for the smart technologies employed by Dubai Police, such as the Smart Police Stations (SPS), the Drone Box system for security response using drones, and AI-enhanced traffic systems, believing these models represent the future of policing that other countries can benefit from.
