Halsey was born in New Jersey. She has two younger brothers, Dante and Savianne, and is biracial. Her father is African-American and her mother is Italian-American. She had musical roots growing up, originally playing the violin, viola, and cello until switching to the acoustic guitar when she was 14. The first song she learned to play on guitar was reportedly Taylor Swift's "Fifteen." At the age of 16 or 17, she was diagnosed with bipolar disorder.

When Halsey was 18, she faced financial difficulties and music became her means of paying her rent. She performed on numerous podcasts in various cities under various stage names. Halsey chose the nickname because it is an anagram of her real name and a Brooklyn street where she spent a lot of time as a teenager. Halsey has come out as bisexual. Halsey was in a relationship with English musician Matthew Healy until 2015. She met him at a concert by his band The 1975, of whom she has said she was a big fan. In 2017, she and American rapper G-Eazy were in a relationship. They broke up in July 2018, though their relationship was on and off until it ended in September of that year. She later confirmed that her 2018 song "Without Me" partly addressed this relationship. In July 2021, Halsey's son was born to Turkish-American screenwriter Alev Aydin.
